Originally released in 2022, Victoria 3 is still going strong with post-launch support. Published and developed by Paradox Interactive, Victoria 3’s The Great Wave, the game’s latest DLC, tasks players to take to the seas and explore (or master) the ocean.
Sold separately or as a part of Victoria 3’s Volume 3 pass, The Great Wave expands the historical narrative content by adding Japan to the existing roster of countries, highlighting the country’s struggle to reform in the face of industrial and international pressure.

About Victoria 3, we said, “Victoria 3 is a game that requires patience and homework, but once you get the hang of things can be tons of fun. The game offers so much variety, both in terms of ways to play and succeed, and in the unique challenges across the array of nations to choose from. What is Victoria 3: The Great Wave about?
Victoria 3: The Great Wave adds new content to Paradox Interactive’s grand strategy societal simulation game. In this new DLC, players will use shipyards to build battle fleets specifically designed to meet their nation’s needs and aspirations, or put them up for sale on the international market.

Japan Enters the World Stage in Victoria 3
But of course, representing a well-known national navy is important for continuing to drive narrative content in the game. In Victoria 3: The Great Wave, Japan has been added to the game’s historical narrative content. This new content will allow players to steer Japan through the social and political tumults of the late Edo period, characterized by increased challenges to Tokugawa samurai rule.
Additionally, players will have to adapt to or revolt against a changing domestic and international landscape, and reform the country to see your vision through. And if you’re not playing as Japan, you will have to contend with the country’s entry onto the world stage. If you do choose to play as the newest nation in the game, you’ll have to best the Western powers at their own game.
And of course, you’ll use your navy to extend the reach of Japan beyond the home islands, and compete for land and influence with your powerful neighbors.
What is new in The Great Wave?
In addition to the core additions to the game that we’ve already mentioned with this Volume 3 DLC addition, The Great Wave is bringing even more new content for players. Which you can see, as detailed by Paradox below:
- Ship Designer: Design and construct a fleet according to your country’s strategic needs. Build powerful but expensive ocean-traveling warships to influence other nations, or build an efficient fleet designed to keep your coasts safe.
- Flagships: Customize your very own pride of the fleet and let it lead your navy to prestigious victories.
Ship purchase treaties: Sell your ships to other countries across the globe, and draw profit from your ship-building capabilities. - Gunboat Diplomacy options: Use your fleet to influence other countries in new diplomatic actions.
- New historical characters.
- Art: New clothing assets, a Japanese building style, UI skin, map, and table assets.
